I remember teens pulling similar pranks on drivers forty years ago.
Back then some teens wrapped a friend in aluminum foil and he staggered along a road. Scared the he!! out of passing drivers.
Then some others broke into a cemetery crypt, pulled out the body of a woman who died in the 1920s and propped her up by the gate where drivers could see it.
Never put anything past some teens!
Maybe the walker is just trying to keep his balance on the steep incline on the bridge.
See; you’ll never know and always wonder. When my granddad was young - early 1900’s; he was driving a horse-drawn buggy down a lonely country road and passed a graveyard. All of a sudden; he heard the most HORRIBLE noise that spooked his horse which took off running. - He went back, got out, and walked into the graveyard. A goose was caught in a barbed wire fence; hence the horrible noise. He carried his dad’s Smith & Wesson pistol, and didn’t believe in Zombies or ghosts - said if he hadn’t faced it, he’d always have wondered. (However, wisdom dictates discretion when you’re in NYC. Too many strange humans there.)

Do you live in Vancouver, BC? Closest thing I’ve ever seen to zombies was East Hastings St.
It looks like a printed illustration, not a photograph. I see hatching throughout the picture.
Pretty good balance for a shambling zombie.
