That’s clearly hardware failure. It will likely get worse. I would check with the manufacturer about the RMA process.
My guess is probably bad driver circuitry in the LCD interface, especially if the lines are always present and don’t move around. Hardware problem—should be replaced without question if in warranty; not economically reparable, IMHO.
Looks like the first generation Gameboy LCD screens. They all developed lines like that after a few years. I think you had to get the screen replaced to fix it.
Hardware.. probably vid chip (overheat)... did he have it in direct sunlight while using it (or maybe leave it on while exposed to direct sunlight or heat)?

Had the same thing happen to a Nexus 6, drove me Batty.
My first LCD widescreen monitor was an NEC. I purchased it about 6 years ago.
After about a year [just after the warranty expired, of course], it developed a black line that extended from one side to the other in the middle of the screen. Soon, another developed near it. And another. And another, until it was a solid black bar nearly 2 inches wide. After the monitor was on a while, at first, the bars would disappear eventually. Then, they stayed on.
I finally replaced it with an AOC 23.5” LCD, which, now, is almost 2 years old, and I have never had a problem with this one.
NEC is on my junk list with Lexmark inkjet printers and Samsung laptops and DVRs.
