If a Mexican gets chomped by a croc (or an alligator) in the US, he goes to the hospital for free. The hospital may try to collect later, but mostly they get paid out of higher fees for the rest of us who have insurance.
If a US citizen gets chomped by a croc in Mexico, he has to come up with $17,000 in cash, in advance, to be treated.
