How many category 5 super storms have hit the US since Katrina and Rita! Sandy was barely above a tropical storm when it hit NYC at a high tide, and two nor'westerners barreling down on her.

Katrina and Rita were only Cat 5 'super storms' out in the Gulf. Both were low end Cat 3's when they made landfall.
New Orlean's massive damage was due to flooding when the levees failed. The levees failed due to mismanagement by the Corp of Engineers.
Responsibility for the failures and flooding was laid squarely on the Army Corps in January 2008 by Judge Stanwood Duval, U.S. District Court, but the federal agency could not be held financially liable due to sovereign immunity in the Flood Control Act of 1928.
