Katrina and Rita were only Cat 5 'super storms' out in the Gulf. Both were low end Cat 3's when they made landfall.
New Orlean's massive damage was due to flooding when the levees failed. The levees failed due to mismanagement by the Corp of Engineers.
Responsibility for the failures and flooding was laid squarely on the Army Corps in January 2008 by Judge Stanwood Duval, U.S. District Court, but the federal agency could not be held financially liable due to sovereign immunity in the Flood Control Act of 1928.

The levees failed due to mismanagement by the Corp of Engineers.The way I heard it, the money intended to maintain the levees was spirited off to other uses by the RAT administrations of NOLA.

Wasn’t Hurricane Katrina Bush’s fault? According to the liberals, Bush and FEMA mismanaged evacuating and recovery efforts. Did the liberals lie???
