He never had to because he was already born with Canadian Citizenship.

There was a birth certificate but he never verbally claimed double allegiance and only knew America from the age of 2 or 4 yrs. old. When he reached adulthood, he didn't verbally claim it, either, because in his mind he only had allegiance to this country.
Contrast that with a person who verbally claims double citizenship and hangs on to both. With Cruz, it is just a piece of paper and he is canceling that piece of paper because it is irrelevant to him as his country is America, the citizenship given him by his mother.
I'm though with this on this thread because it's just like the other threads that have come up about this - and I don't care what the birthers think -
