Correct. Pete Rose chose the contract offered by MLB. Nobody knows what’s in that agreement but Rose obviously thought that was the best deal for him.
I disagree. In every Major League locker room, in every ballpark, there is a big sign that reads No Gambling!It is an aftermath of the 1920 "Black Sox" scandal that nearly killed professional baseball.
Rose saw that sign every day for 20 years. Long before steroids or PEDs or before anyone cared if a ball player was a drunk or wife-beater, they cared about betting on games.
That was the rule, Rose knew it, and he chose to ignore it. Then he lied about it for years before finally admitting it.
I have no sympathy for him.
And if he had chosen to use PEDs instead, the deal would be far better. That does as much or more damage to the game.
Pete Rose was lied to. He was promised that if he “confessed”, he’d be reinstated. Of course, the Ommissioner never intended to keep that promise.

PEDs weren’t banned at the time Pete played. Annabolic steroids were illegal though under US laws.

He can apply for reinstatement according to the document he signed. He can’t take it to court though. I would think the commissioners office has a mountain of evidence that was never publicly released that convinced him to sign
Being a big baseball fan, Giamatti certainly wouldn't kick the hit king out of baseball, nor would Pete agree to the ban, if there wasn't solid evidence.
Rose didn't make a peep.
If he thought he could get away with it, I'm sure he would have had his lawyers give it a try.
But he didn't. And that speaks volumes.
I've never heard that if Pete "confessed" that he wouldn't be banned.
That doesn't make sense.
And yes, it does say that Rose has the right to "apply" for reinstatement, but this portion basically says it will never happen:
Nothing in this Agreement shall deprive Peter Edward Rose of the rights under Major League Rule 15(c) to apply for reinstatement. Peter Edward Rose agrees not to challenge, appeal or otherwise contest the decision of, or the procedure employed by, the Commissioner or any future Commissioner in the evaluation of any application for reinstatement.
So this ties the hands of any future Commissioner.
For punishment they should make him bet on the Phillies to win. That’ll show him.

The ability to apply is a fig leaf that they had to include. In reality, they will not even consider it, even though he was promised otherwise.
