Most of their fans now live in Canada, so a move to Toronto would make the most sense.
I believe Canada actually has a law stating no NFL team can move to Toronto or Montreal, as that would be the death knell for the CFL.
CFL and NFL have a deal that would violate, and they’ve tried a couple of games in Toronto and they were poorly attended. Of course it doesn’t help that the team stinks.
