Check the FEMA website for a county-by-county list. Here in the southern Rockies, at 9494’, we were ranked as the 3rd safest in the States. This is for natural disasters of course.
No telling what would happen during civil unrest, etc. We’re considering those possibilities to be a time of target-rich environments.

I read once, that at least with regards to natural disasters, i.e. tornadic activity, hurricanes, earthquakes, flooding, ice/snow storms, wildfires, etc., statistically speaking the safest area in the US was in the area of the SC/GA/TN border region.

Clearly this must be about more than just natural disasters.
If the crap hits the fan, I would not want to be in a big city waiting for FEMA bottled water to arrive - or for police for protection.
This leaves parts of fly-over country, where you know your neighbors, can access food, protect yourself, etc.
I have a deal with my amish neighbors. They feel me and I kill those who want to harm them...

South Carolina doesn’t border Tennessee, North Carolina does.
Other than that geographical oversight, I tend to agree, so long as you’re at least an hour away from any city and not bordering National Park Service land.
