Does your city have an animal control department?
They do, but the whole county is overrun with deer. There are plenty of wooded areas to provide them with hiding places. My small city lot actually backs up to a heavily wooded area that is steeply sloping and probably will never be developed.
There are herds of deer in the city; my neighborhood is over 100 years old. Many of the houses not only lack garages but lack even a driveway; gaslight streetlights are still on some streets. This is not where you would expect deer, but they're here, they're big, and they are well fed.

Every now and then city officials in St. Louis have to take action to deal with deer problems. It always causes protests if they decide to shoot them.
