In all seriousness, if we were trying to mask our communications from the federal government the US Constitution would make a great cipher key since none of the agencies are familiar with it’s existence.

I hadn't thought of that. I was thinking of using the Bible. That would force the occupation to read it.

In all seriousness, what we are dealing with is larger and more intelligent than we suspect. We can not mask Internet communications.

Great idea. Let's base all of them on the words of the Fourth Amendment. They would never look there in a gazillion years!
