The University of Chicago is a private institution, not a state university.

Does the University of Chicago get funds from the state? Yes.
Do they get money from the Federal government? Yes.
Are students’ educations in many cases funded in whole or in part by the state or the federal government? Yes.
Is the same true of tenured, other, and “assistant” professors as well as teaching assistants and graduate students? Yes.
Hillsdale College (NOT my Alma Mater) is a Private Institution. The University of Chicago is a bloated, crime-infested mess relying of all things on its shredded reputation as a center for graduate sociology studies.
