IMO, we have an administrative state because Congress likes it. An agency screws a voter. Said voter complains to congressional delegation. A rep or senator helps the voter deal with the problem created by Congress. Voter thanks rep or senator and votes to reelect these swell guys.
A Senate of the States prior to the 17th was jealous of their legislative powers and delegated darn little of it to unelected bureaucrats. Today, it works in their favor to assign legislative duties in wholesale violation of Article I Section 1.
I do not suggest that any Californian try this. Boxer has such a rate of staff turnover that no one around her knows anything ... and neither does she. Feinstein? Well she is somewhat higher on the IQ scale than Boxer, (a) that ain't difficult (b) and not by much.
America has come to this: we think we need our elected ani to help us deal with bureaucracies that should not exist.
Novel concept: a modern state should be able to function oppressively enough on a budget of a maximum of 15% of GNP. We are at 22+% and climbing.
Year after that, cut another 2-3%. Let the chips fall where they may.
