The behavior is an abomination; God loves the sinner but hates the sin. If they can behave properly, they are not a threat. At 10, 11, 12 years old, even less so.
It is not the inclination, but the failure to control it that is the problem. A straight 14 year old scout boinking his 14 year old girlfriend is violating the "morally straight" oath, too. So dwell on the behavior instead of the inclination.
