So you see some people who are assaulting your wife or your child. They see you coming, they stop assaulting your wife, and begin to run. So you just let them run away?
Objectively, yes. That is the law.
I didnt realize we had so many vigilantes here.
If you would like to change the law so any citizen is free to use lethal force on any fleeing crime suspect, then go for it.
