NSA probably classified it FOUO till they could discern if anything in it was really classified. Just because something is “open source” doesn’t mean it’s unclassified.

The fact that NSA released it without redacting anything says to me that they found nothing not known.

This doesn’t at all mean that what’s in here would not be interesting to web users everywhere :)

When WikiLeaks published classified information, my security staff reminded all cleared employees to avoid it. Perusing it constituted "unauthorized access to classified information". The "need to know" aspect is what places you in jeopardy for accessing things that you don't have an explicit need to know.
