What we need are revisions to our tax code.

I’m not suggesting specifics.

But we need to treat imports different from domestically made products.

Taxes need to be higher on imports.

Period.

Tariff wars have always ended badly for everyone.

They don’t work.

or, alternatively, we need to abolish the antiquated and inadequate income tax, abolish all tariffs on imports, and use an export tax.

Remember, when we started up this country it was predominantly agricultural, and you had to export mass quantities to earn profits abroad. At the same time, there was little internal domestic manufacturing so you wanted to protect start up industries while encouraging exports of agricultural commodities.

Along the way things changed. Eventually an income tax seemed to make sense simply because so terribly many people were employed, so a small tax on each of them would be an enormous flow of money in the aggregate. Now, with high unemployment an income tax is just ridiculous. If we taxed 100% of incomes there wouldn't be enough to meet government's commitments.

An export tax would raise the price of American goods in foreign markets ~ still, that's not going to wipe out our exports while we retain the advantage of buying pots and pans from the world's lowest cost providers. The big advantage is that foreigners would begin paying America's costs of government!

That, BTW, is much more in line with the classical system that had tributary states paying the lion's share of imperial costs ~ after all, they benefited from the imposition of peace.
