I have a friend who recently joined Free Republic after an epiphany of realization that lead her to convert to a conservative virtually overnight, and now she's getting quite an education by reading FR.
But she's frustrated because she can't join ping lists or send messages to people. Apparently newbies are blocked from doing a lot of things, but I can't find the rules written down anywhere.
What are newbies forbidden to do, and for how long, and how do the restrictions get lifted?
All I can say is slow down, get a feel for posting and read everything Jim puts out, or all you can find.
The “Old Timers” will point out your mistakes, just hang-in and have fun.

Act like a puppy. When challenged by some oldtimers, Do what a puppy does: show your teeth (puppy teeth are baby teeth, a sure sign of a harmless newbie), execute the internet version of signs of submission (I’m not sure what these are, but the nasty bullies on this site will be sure to let you know).
Don’t show any evidence of thoughtfulness, logic, rationale thinking, and a grasp of the facts. That will be viewed as a threat, since most of those folks were run off long ago. Don’t challenge any of the tin foil hat conspiracy theories that abound here, don’t question pictures of military vehicles on trains, or police in SWAT gear acting stupid (exception: any LEO shooting a dog is fair game). Don’t gore any sacred cows. I can’t tell you what these are, but you will find out once you do it (I hope that you don’t have a blog).
Above all, enjoy. Most of the brilliant conservative minds have left, were driven off, or have died; so you are only dealing with those who are still living in their parent’s basement and spend most of their time playing Call of Duty.

Yes. She signed up for an account and stays logged in. She gets specific messages that she’s too new to do certain things.
No. Not at all. Any 'restriction' is self-imposed and usually due to a 'newbie' not knowing how to do something.
For instance, many 'noobs' don't know how to make a 'tagline' (even though it is ridiculously simple).
I agree with others here..... I think she 'registered' but has not LOGGED IN.
How do you communicate with her, if she can't make a post ?

Is that an actual rule? And if so, which is it? One month? Or two?
Ping lists: they’re lists of members who ask to be on the list, maintained by other members. It’s nothing more than “hey JoeXYZ, let me know when you post something interesting.”
Private messages: at the end of every single posting on FR there is the link “Private Reply”. Click it, and you can send a private message to that poster.
Also, at the top of the page is “Mail”; click it and you see your mailbox and can send messages.
And whatever you do, don’t ask about Hugh, Series, showers, or moose.

So, did that “status” change happen automagically, or did you receive some kind of notice?
