This is pretty disturbing.
I, personally, have dealt with anxiety and panic attacks, or PTSD (because of a lot of family trauma). This guy is clearly exhibiting the symptoms. Do I know his situation? No. Do I believe in waterboarding of terrorists trying to destroy our country? Absolutely. So, let's get THAT out of the way.
I will expect to get flamed. That's OK. PTSD is a misunderstood condition.
Been through a lot in my life. Getting stronger every day! :-) Can't imagine what a soldier may go though.

Some pepper sprays are rated at 2 million SHU which is hotter than any pepper on the market. The inmate was already tied to a chair any further force was not justified.
The guy was restrained. They could have put him in a cell and walked away until ne wore himself out.

Are you kidding me? Where is the mistreatment? The young man has some serious mental issues, and you have 5 guards with four dressed in SWAT clothing with the CAPTAIN spraying mace in his face from a few feet that was intended for several yards. If you have never been exposed to tear gas or mace you have no idea how much he was burning then putting the face mask on him, no wonder he couldn’t breath.
The CAPTAIN was only given a month suspension. The boy was put a serious health risk just so the CAPTAIN could show who was in charge. If it had been my son and I saw this, the CAPTAIN would have no place to hide.
No pepper spray is as hot as the chile I eat. I knew a self-defense instructor/gun shop owner/former cop who took his best pepper spray to his classes along with a burrito. He started his classes by spraying down his burrito with the pepper spray and eating it. It’s tame compared to good chile.
What difference does it make what they’re dressed in? That makes it cruel? They were all as calm as could be and did nothing to rough him up. The gear was to protect them from a psycho inmate.
The “extra hot chile seed” meme is not comparable.
Try another angle.
Regardless, you do not spray someone who does not pose a threat to you just because you can. If this were a mental health hospital would you say it was excessive force?

Yes it is. I spit and coughed and ran phlegm out my nose for twenty straight minutes. One small chile was enough to make two gallons of green chile stew so hot you could barely eat a spoonful. It isn’t comparable because it was a thousand times hotter than any pepper spray on the market.

He sprayed him because he was having a fit not just because. Every bit of his fit was nothing more than an emotional tantrum having nothing to do with being sprayed.

If you can’t see the problem with this, then I really feel sorry for you. The boy was restrained both feet and hands. There was no need for the spray, the CAPTAIN should not be in the position to do this to someone else. If you are ever in Maine stop by and buy a round of drinks for guards, I’m sure you would fit right in!
