Help finding aircraft registration information (Menendez)
FAA ^ | January 31, 2013 | sloop

Democratic Sen. Robert Menendez of New Jersey says an "oversight" is the reason it took him until January to reimburse a campaign donor for flights taken aboard the donor's plane in 2010.

I am curious about the registration information of the aircraft Menendez traveled on to visit his prostitutes. We know he eventually paid for the flights, but the aircraft owner might not be able to accept payments under FAA regulations. I will post the information i have found below.

The "doctor" was Salomon Melgen. The FAA has no planes registered under his name but carriage_hill found the companies he owns:

http://www.dandb.com/businessdirectory/search/?type=cos&Price_ID=6560&Product_ID=6052&requestType=addtocart&keyword=Salomon+Melgen&city=Port+St+Lucie&state=FL

This one:

Drm Med Assist, LLC 2521 Metrocentre Blvd West Palm Beach, FL 334073106

owns a Bombardier Challenger 600 (made in 1981) similar to this one:

http://www.omnijet.com/aircraftpages/chal6001049/index.html

Pictures of the aircraft:

http://flightaware.com/photos/view/681170-b141d9dc2ea279ec043fb5b2cbe674f8d5b7949b/aircrafttype/C600

where it has been the last few days (yeah - back to the Dominican Republic):

http://flightaware.com/live/flight/N900LG/history/20130122/0010Z/MDLR/KPBI

This is the FAA registration information for the aircraft:

http://registry.faa.gov/aircraftinquiry/NNum_Results.aspx?NNumbertxt=900LG

It does not tell me if the plane is registered to operate under Part 91 or Part 135 of the FAA regulations. Accepting payment for a flight operating under Part 91 is not allowed. (I know there are a few exceptions.) It is allowed under Part 135 (charter) operations.

My guess is this "doctor" operates under Part 91 and the Menendez payments could cause the kiddie diddling "doctor" some problems.

I think i can get that information here if I pay for it and wait weeks:

http://aircraft.faa.gov/e.gov/ND/

The FAA registration department said their south Florida Flight Standards District Office might be able to help me but they are closed for the weekend. 954-641-6000

Moving from operations under Part 91 into Part 135 causes tons of expense, time and tax implications. I suspect violating the FAA FARs would carry a fine and possible loss of his certificate.

Does anyone have access to a database that will tell us its registration?

I have called the FAA, DOT, NTSB and even the IRS. Please help if you can.

The owner can fly whomever he likes on his plane under part 91. If he charges them to fly, then he needs some sort of Air Carrier certificate from the FAA (135, 121, 125).

A corporation can own planes, hire pilots as employees to fly those planes, fly anyone willing to get on, and operate Part 91; so long as they don’t charge.

John Conyers, Tom Harkin, Patrick Leahy, Diane Feinstein, Nancy Pelosi, Congressmen Bonoir, Hastings, Lewis, Waters, and a long list of degenerate criminal democrips (Saundra Levy ring a bell?) show that justice is in fact not just where democrips are in question. Charley Rangel is probably laughing at your efforts, were he reading this thread. But don’t give up ... this might be the one in a thousand democrip criminals actually cornered beyond his fellow criminals abiling him out with a wrist slap. That great re-elected democrip, William Jefferson, was after all held to a small degree culpable for his criminality even if Mayor Bradley in the sewer of DC was re-embraced by the dead soul democrat voters.

oops - and one caveat - do those flights and payments fall into a part 91 exception

He would be operating legally under Part 91. I think you’re barking up the wrong tree. The problem would be the law that compelled him to reimburse a donor for the flight. That law has nothing to do with the FAA.

I also wonder if this is taxable compensation under the part 91 exception. If you are correct about the 91 exception, then he was committing tax fraud.

Part 135 exists to make money flying the public around to negotiated destinations with negotiated prices. All of that is done prior to the flight and is well regulated.

In this case, you have a donor wooing a congresscritter by giving a gift; just as if you bought him dinner. Some sort of campaign finance or ethics violation was feared and so he reimbursed the gift.

I’m not saying the guy is clean, but I don’t think this is an FAR violation.
