Quickly, it is a license that allows purchase of very old and out of date firearms without a FFL.

Also some other benefits, but that is it, mostly.....

Q: What is a firearm curio or relic?

Firearm curios or relics include firearms which have special value to collectors because they possess some qualities not ordinarily associated with firearms intended for sporting use or as offensive or defensive weapons. To be recognized as curios or relics, firearms must fall within one of the following categories:

Have been manufactured at least 50 years prior to the current date, but not including replicas thereof; or

Be certified by the curator of a municipal, State, or

Federal museum which exhibits firearms to be curios or relics of museum interest; or

Derive a substantial part of their monetary value from the fact that they are novel, rare, bizarre, or from the fact of their association with some historical figure, period, or event.

C&R= Curio and Relic license.
Allows you to purchase older weapons, (50+ YO) that meet certain criteria. Also good for discounts at FFL dealers and online companies. 10% off at Midway USA and Brownells plus others.

C&R FFL allows the holder to purchase curio and relic-class firearms (i.e. Mosin Nagants or Mausers) without going through an FFL for transfer. I’ve bought many C&R firearms with my FFL03. This is a sad and tragic thing to have happen. I’ll keep an eye on my mailbox for more information.

C&R refers to “Curio and Relic”, in other words an 03 Federal Firearms License.

The 03 license is a collector’s license, it allows said licensed individuals to have certain firearms that are legally classed as curios and relics shipped straight to the license holder’s front door. Numerous vendors also give 03 FFL holders the same resale discounts they do to other FFL holders.

I have one. Its an FFL that allows me to collect firearms directly if they are 50+ years old and are not on an exclusionary list.

I have long thought that Obama will use the EPA as part of his shredding of the Second Amendment. I’m sure EPA goons are thinking up ways to ban ammunition as environmentally hazardous. Of course the GOP leadership can be expected to say and do nothing.
