After the 1968 GCL was passed you could not buy a firearm over state lines and ammo was regulated. Reagan changed that in the 1980s. Now only handguns cannot be sold across state lines.
As for lead, we knew over forty years ago when the first anti-lead radicals started up that their real goal was the abolition of lead in ammo.
I do not believe handguns are treated any differently by the feds than other firearms for sales within or across state lines.

What you mean is....if you live close to a another states border..and you go to a town in that other state...you cannot purchase a pistol and take possession of it right then.
You can still buy one..but it needs to be shipped FFL to FFL..........
