Doesn’t anybody at H.U.D. realize this sort of thing happens every time? A simple way to do it would let everyone sign up, then choose the 1,000 “winners” by the luck of the draw. That way it wouldn’t matter who was first in line or last in line.
It’s almost as if the decision makers at H.U.D. want this kind of result. hmmmmm.
The problem is the bureaucrats at HUD don't look at a situation like this and ask, "What the hell is the matter with these people?"
Rather, they say to themselves, "The Soviet Union had even longer long lines and they never had these kind of problems. How did they keep things so orderly? What were they doing that we're not?"
