Look, in an urban or suburban area, a garden should be fine on one's side or backyard. In the front yard, in particular areas when there may be already existing limitations on keeping up appearances, I could see where this could lead to a problem.

OTOH, if a home that has debris and waste material in the same area isn't being singled out, then the town has no grounds to approach this family for enforcement. The standard has already been set. So the question I would have is "what is the history of enforcement to date?"
