Prime Minister Dmitry Medvedevs off-air comments that Russian Presidents are given a secret file about extraterrestrials living among us created much media interest. Most news reports claimed that Medvedev was simply joking. His apparent reference to the Men In Black movie as a source of information on a super secret agency that monitors extraterrestrials on Earth was commonly cited as key evidence that he was in fact joking. The reasoning is that no political leader would refer reporters to a comedy to clarify national policy. It has now emerged that Medvedev was not referring to the Men in Black comedy after all, but to a recent Russian television documentary titled Men in Black that reveals many details about an extensive cover up of extraterrestrial life visiting Earth.
However, a more accurate translation of what Medvedev actually said about the Men in Black phenomenon was: You can receive more detailed information having watched the documentary film of the same name. So Medvedev was referring to a Russian documentary film titled Men in Black, not the Hollywood blockbuster by the same name...
Russian Men In Black (MIB) documentary, a number of prominent UFO cases in Russia and the USA are discussed. The Roswell UFO crash is covered, along with a number of extraterrestrial abduction cases, and UFOs disabling nuclear weapons facilities. The documentary examines testimony that extraterrestrial bases have been established on Earth, and that some are in restricted US military areas with the full knowledge of the Pentagon. The documentary even goes on to seriously discuss President Eisenhowers alleged meeting with extraterrestrials, where agreements were reached with some of the visitors giving them permission to take some of the Earths resources in exchange for advanced technology...

Makes no real sense.
1. A people advanced enough to travel from (presumably) another star system would also presumably be able to synthesize any resources they need or obtain them from asteroids, etc.
2. Any such people would be advanced enough that our weapons systems would pose little threat to them. Therefore they would have no need to make agreements with us, anymore than we make treaties with cockroaches.. It's far more likely they would just ignore us and go about their business.
Lol. Genius look at the other side of the coin.
“They” make no sense to me. If one does start with the premise “They” exist, one has to conclude they go to great efforts to avoide detection of their activities which would indicate they care what we perceive. The “Prime Directive” concept never made sense to me.
If we are of no value to them, we would experience them doing whatever they came here to do. Roaches run for cover when the light is turned on.
If we have value to them, they would assist us. I cannot conceive of caring for a group withour caring about individuals in the group.
Under what jurisdiction would a contract with space aliens be written and how would it be enforced, lol? Talk about flight risk.
That's why you're not a Democrat. Get acquainted with a few and you'll be able to conceive of such a thing all too well.
Pinging the UAP list as a FYI.

What’s left unsaid is sometimes best left unsaid;
I’ll leave it at that.
In general agree. I think there might be a partial exception in a race that was not only powerful but wise and well-intentioned.
In the Lord of the Rings, the Valar, who were immensely powerful, sent Gandalf and the other wizards to Middle Earth to assist the free peoples in their fight against evil. But they were forbidden to directly oppose evil or force men to help them do so. The point being that men needed to fight evil themselves, not just follow more powerful leaders of another race.
The all seeing eye sees you you little monster.
Yep. That's my take on it as well. You're aware of the ants in your driveway, but you don't waste time trying to talk with them.
Between that, and the general vastness of space, I'd guess that we won't be meeting up with ET anytime soon.
"The President was welcoming service members and their families to a screening of 'Men in Black 3' in the White House Family Theater. The movie was being presented in 3D, so the President jokingly asked them to try on their 3D glasses while he was speaking to them."
The assumptions are:
They don’t need minerals, ores or metal, they need human DNA.
They want it covertly.
They don’t want to get shot down in the process, so best to throw a bone to the military minds and give them a few toys they will likely not master and move on with their program.
The folklore is interesting and there are a few credible stories out there amongst all the kooks. A few.

Here’s a book by a Temple University Professor who investigated ‘what is going on’:

Seems you can read it online for free at the link above (PDF) or buy it on Amazon...
The alien factor put to one side, I am prepared to believe that we may have reached a previous high state of technology pre-cataclysm, whether with the help of extraterrestrials, well, I can entertain the thought but it's up to how you interpret the ancient texts and the DNA anomalies. Thought provoking, for sure.
There's a few other vids on YouTube on this particular vein of "Ancient Astronaut" theory but this one is entry level and covers the bases. I found it interesting, at any rate, when I first stumbled across it.
