I was giving a tour of Chicago to a girl from Spain the day after a blizzard. I had just gotten done telling her not to walk too close to the buildings, and gotten the "look," when WHAM! The chunk had to have been close to 50lbs., and travelling at velocity. She listened carefully, after that.

Emergency Decree:
All icicles shall be registered in the Ministry of Hazardous Materials.
All icicles shall be sampled and analyzed by Gas Chromatography / Mass Spectrometry. A record of the chemical fingerprint of each icicle shall be stored at the Bureau of Chemical Fingerprints.
All icicles longer than 5 cm and with diameter larger than 5 mm shall be banned.
All icicles manufactured prior to the enactment of this Decree shall be covered retroactively by said Decree (unless they have melted or been rendered harmless by sawing off the tip such that the dimensions are within the allowable limits).

That's the danger of "global warming".
Global warming somehow caused the weather in St Petersburgh to get unusually cold, which caused water to form icicles, which eventually have to fall, and which can kill whatever happens by at the moment.
