So still it is not a universal promise that all children are going to Heaven and are saved.

Ahhhh. (light dawning on me) I see where you’re coming from. You’re one of those people who believe they can never know for sure if they’re going to Heaven. Despite being a Christian, and despite the promises of Christ Jesus, there are many claim we can never know with confidence about the security of our salvation.
How sad.
But at least I understand why you say what you do about children. You believe that for adults as well.
No that isn’t it either. I know I am going to Heaven. I know my children are going to Heaven. I hope and pray that everyone gets to Heaven.
I know that the promises of God are 100% honest and dependable.
I also know that we are called to obey God, and be reborn of the Spirit, if we want to enter the Kingdom of God.
As far as children and babies, we do not know that they are automatically going to Heaven, if they have not been reborn or saved.
We have no promise that they automatically get into Heaven. It is important to understand- so we can do what we need to do to help our neighbors understand how to save their children, and we can help our own children.
We are comforted by the idea of Heaven- let’s make sure they really get there. :)
See?
