I’ve always seen it as a matter of modesty. Not trying to be overly legalistic here. That’s just how I’ve always seen it and in my family all the woman wear dresses. They don’t own any slacks. I guess it’s just a matter of how you we’re raised.

Do they wear pants when you go camping, or in PE or at the beach or a picnic?

It is legalistic to demand pants or not pants depending on the sex of the wearer.
As far as the modesty, I am way more modest in pants/slacks than a dress because my legs do not show.
Pants date at least to the Upper Paleolithic. I don't know who was wearing them then. My understanding is that when pants first appear in history on Persians and others around 600 BC, they were worn by both males and females.
