Clothing has evolved over the centuries, women wear women’s pants and men wear men’s pants - now, pretty much like the dresses of old men wore men’s dresses and women wore women’s dresses.
In many cultures mean skirts/kilts/tunics, those are not women’s clothes.

I’ve always seen it as a matter of modesty. Not trying to be overly legalistic here. That’s just how I’ve always seen it and in my family all the woman wear dresses. They don’t own any slacks. I guess it’s just a matter of how you we’re raised.
