I’m not too worried about my records, but you bring up a good point. The practical, radical side of me says, “Come and take them.” Between this, my NRA Endowment Membership, and several state concealed carry permits, I have to imagine I’m already high on an extermination list.

C&R does not have to send it to them. There isn’t even a rule for him to have to keep it after his license expires.

That's not true for a C&R.

I'd renew. It's cheap and the BATFE knows about you anyway.

Non-C&R FFLs must send the bound book when they cease licensure, but 03s do not. http://www.atf.gov/firearms/faq/curios-relics.html#surrender-bound-book
