I would add two more controls.

— All procedings are videoed from all angles ( except for the voting booth itself.)

— All voters have their thumb print scanned when they register and when they come to the polls to vote. Duplicate thumb prints means fraud happened.

Good idea, but the crooks might have access to databases of people's fingerprints and might be able to use that to create peel-off fingerprints for the purposes of impersonating another voter/vote fraud.
