I thought it was a spoof as well. I think the caller was just having fun.
I have said things like that with a completely dead pan face and had people think I was serious.

The county was talked into putting up “newt crossing” signs on a road near a reservoir in Orinda, Ca. The signs didn’t have the desired effect, of course, so the nuts lobbied to have the signs placed farther apart.
It’s a hack radio bit - not a real caller, complete set up and fake.
Oh yeah! My favorite and best was years ago traveling by plane.
I was sitting next to the window and the pilot had announced we were going over some state (forget which now)...
Anyhow, I looked to the guy sitting next to me and said my goodness! it looks nothing like the shape on the map!
That poor guy lost his face and I think he went pale thinking somebody could be that stupid.
Poor fella but it sure was fun! :)
Don't be that sure. I tried to talk to a liberal about having a rechargeable car and she insisted that the electricity came out of the electrical outlet on the side of her house. No matter what I said, she had NO clue there was a power plant on the other end supplying the power.
Conversation I had just this morning with 12 year old Nick:
Nick - "Holly, is today Tuesday."
Holly - "Yes, if it doesn't rain".
Nick - "Isn't it still Tuesday, even if it does rain"?
Holly - "I never said it wasn't"
He walked away.......thinking.
