Typically a restore point is created when updates are applied.

Try rolling back to the previous point.

It is not that there is a problem - just that the latest security update for Office 2003 will not install.

Rolling back to another Restore Point will not work - it will only get rid of the other 6 seurity updates that did install.

Check your services and see what it says about Background Information Transfer System (which is associated with qmgr.dll). I had this error, discovered the somehow the file had been deleted, such that Background Information Transfer System was no longer running as a service, such that I could no longer get updates to Windows from Microsoft. I never did figure out a fix for this.

I had to turn off the updates. One totally screwed up my IE, made it unusable, and I have to have it for a particular website I use daily in work. Had to go back several days and do a system restore. Like the previous poster, turn off updates, then use the restore to a previous day. You’ll probably have to go back several days. Good luck.
