It does appear that the law restricts private sales to individuals who are ILLEGAL ALIENS. That is different than restricting all private sales. It has been the case since I got my FFL 7 years ago. Yes, anyone selling or transferring any firearm is required to ensure that they adhere to all local, State and Federal law. Not sure when it became law.
My personal take is that about 98% of all local, State and Federal firearms laws are unconstitutional. However, my opinion will not keep myself or anyone else out of jail should they or I be convicted for breaking said laws. I would not accomplish very much in the way of fighting these unjust laws from a cell at Leavenworth, so I have instead committed myself to educating, arming and enabling people to defend themselves and their freedoms.

Understood and agree. However, I am still a bit confused. Is this law federal?
My point is that if I had a yard sale and wanted to sell an old single-shot .22 or box of ammo to one of my ‘customers’ would I have to demand they prove to me that they are a U.S. citizen? How? Birth Certificate, drivers license, etc.?
Here in NYS you can run an ad for a gun for sale, you get a phone call..the guy comes over and leaves with his new gun after paying in cash. Done deal. This transaction DOES NOT apply to pistols where a permit is required.
Again, I’m not wanting to jump into the ongoing argument in any way. I posted to you because of your FFL.
