Many experts have looked at this, the combination of artifacts in that file preclude the possibility that it was created from a scan of a paper document.
You could be rich and famous if you can do it...
We are dealing with competing technologies ~ photography ~ and - digital imaging.
Photostats, microfilm, microfiche, and photos are based on old fashioned late 18th century technology. Xerography ~ including most of the digital scanning technology ~ and your typical digital or laser printer all rely on pixel.
Regarding paper, you might think it is smooth ~ but it's actually quite fibrous and it absorbs different amounts of humidity from the air at different points and ends up being quite rough textured at the degree of fineness detectable with your typical scanners these days.
So, you are comparing apples and oranges ~ both of which were used in controlling birth certificates and other public records ~ and then you are demanding a level of performance out of some quite ordinary low acid paper for a very long time ~
Whatever these guys are telling you about one or the other types of scanning, find out how it performs with different sorts of paper, under different light, and different temperature and humidity.
You really need to read the stuff on FR going back 4 years ~ lots of good stuff there ~

Use a similar color document - say a cancelled check, cut away the parts with scissors that you want to keep private. You don’t need the actual certificate to duplicate the scanning artifacts present.
Scan the document and post the PDF noting the settings and procedures you used to create it. I’m telling you - if you have the knowhow to actually shut down the “birthers” you are going to be as rich and famous as you want to be.
So we are clear - You contend that the WHLFCOLB.PDF is a true color scan of a paper copy of a document that was originally created with a printed form with typewritten and hand written text added.
You also contend that you can duplicate the characteristics of the file WHLFCOLB.PDF such as layering, color abberations (absent), grouping of content in layers by logical text, bit characteristics of layers, green and black handwritten text, pixel size differences, exact duplicate letters, different size letters, masking characteristics (layer monckton findings) and white halo effect.

The “best” would have done a better job - I agree. But, Obama could only find a forger among his closest circle of trust. That is why/how the crude forgery, came to existence. Obama could not trust “the best to keep his secret.”

Until recent times the handling was next to casual ~ so whatever went on back in 1960 in Hawaii is as good a guess as any and we had numerous people come up with Hawaii BCs from that time, and from more recently.
Hawaii had a reputation for being super laid back with everything, so you'll need to take that up with them ~ not me.

I'm sorry, I"ve reviewed millions of government forms with the statement "$10,000 fine or imprisonment" to believe that ordinary people under ordinary circumstances give a d....d. Unless you get a court case going no higher standards are required than "ordinary care".
