all dells ship with the disc. either in plastic form or digitally with instructions to create the disc on your own.

Have you used F8 to get the recovery console to start? be careful in there, be sure to read EVERYTHING before agreeing to a repair. One of the options will nuke the hard drive before reloading windows.

Repairing windows *should* fix it.

Actually, recovering the critical files, FIRST, using a live cd is the best way to go. Trying to do a repair may result in file loss.

I used F8 to select the “repair your computer” option and to select the “safe mode” option. Both times, the exact same thing happened as if I was starting it normal and it went to the error screen.
