I used F8 to select the “repair your computer” option and to select the “safe mode” option. Both times, the exact same thing happened as if I was starting it normal and it went to the error screen.

Both times, the exact same thing happened as if I was starting it normal and it went to the error screen.Since you're able to get this far, try what I recommend in post #51. What I'm asking you to do is not to choose the standard plain SAFE MODE option but rather try choosing the SAFE MODE WITH COMMAND PROMPT.
