When Tony Blair addressed Congress he said he was shown the fireplace where the British burned the congressional library and then deadpanned, "sorry about that." It was hilarious.
How was this a terrorist attack? Except for the terrified American troops that ran from the outnumbered British Army.
The Brits were able to do this only because of the utter disorganization and incompetence of the American war effort.
Luckily for our national self-esteem, a day or so later the defense of Baltimore, and few months later the defense of New Orleans demonstrated conclusively this was not a national characteristic.

I believe that was a richly-deserved retaliation for the Americans burning York (Toronto). I say richly deserved, because the British Army specifically avoided burning and looting private property in Washington, and confined their destruction to the public buildings of the Government that had ordered the invasion of Canada...
