Yup. "The soft bigotry of low expectations."
This isn't about helping blacks. It's about telling them they can't make it without help, creating a perpetual view of inferiority in the black society. This accomplishes two things:
1. It keeps blacks "in their place". (Cf. Charles Darwin on the evolutionary necessity of restraining "the inferior races".)
2. It breeds resentment among blacks, thereby continuing to fuel racial tensions. (Cui bono?)
