If time worked, what time is it set for? Eastern, Central, Mountain, Pacific? I’ve never known and seldom look at the time.

UTC at the server. It converts to the time zone you tell it you are in. So, to the extent that it's accurate, it's accurate to the time zone that you signed up with. ;)

For me, the time is: 1342934899, plus or minus a few seconds, depending on how long it takes me to type this and it takes to post.
