Could it be Roberts was trying to appear thoughtfully indecisive in order to maintain the appearance of objectivity? He kinda did the same thing in the majority opinion for SB1070 - gave the right straws to grasp at while eviscerating the law.

He had all of us fooled up until now but this decision was obviously revealing.

No, he screwed over his fellow Justices. The opinions were written then he switched his vote. It is unclear to me whether they left the clues on purpose or just didn’t have time to properly edit. Given the amount of staff that they have ..the edits surely could have gotten done in time.
