Besides reading and writing, school is a process of introducing children to society.
Its a fine line letting teachers decide when a child is “too dirty” (or too anything, for that matter) but based merely on the scant details of this article, it seems like the teachers did the correct thing.
From what I read here (limited info), the school staff was way out of line to bath the kid.

There is no way in heck that two female employees of a school district forcing an 8-year-old boy to go buck naked and then scrub his body.... is the right thing to do. I don’t care if the kid was a walking pigsty; if you’re a public school employee you don’t do that.
