You mean pre-Triple Crown wagers for a particular horse winning all three races? Like pre-season baseball odds for winning the World Series?

Las Vegas makes book on a lot of things. I suspect this was one of them.

And, yes, the people who run Las Vegas would not think twice about injuring a horse if it meant a big payday.
