Ok, I will give this on a go. Palin is not the nominee because you have to at least run for office before you can become the nominee.
No. You don't. Running for office increases greatly the liklihood of the delegates at the Convention making you their selection, but those delegates can name whoever they decide is the best Republican for the job.
