Have a part time job quiting tomorrow because the HR manager inserted language into my yearly review that my manager didnt pen.Before I leave I want to send a scathing email from home to the entire buisness outlining what has transpired over the past 5 years and pretty much denegrate the executive team for hipocrcy. Not sure if they can come back at me legally. Any legal types out there I can private email this to for a critique?

That's why postal workers are not your personal body servants (a misconception many customers have to be disabused of every now and then ~ some folks are just nasty you know).
Postage is collected even from illegal aliens, foreign corporations and, lo and behold, Chicom spies!

Obamakkkare threatens to make federal employees health benefits medical insurance worth no more than what you can get for nothing at a free VD clinic (just like yours ~ don't imagine you are special when it comes to Obama ~ his cr*p flows over us all).
I'll tell you something about millions of federal employees, you get rid of 1/3 of them that's a million. You get rid of 2/3 of them that's another million. You get rid of the last 1/3 there's no more mail service and no military! Your ICBMs all go offline and the Chicoms move in to sell your chillun' on the public slave auctions.

Hello, it's because the USPS is a bloated loser.
It's what happens when an organizations distributes 20,000 tons of unwanted dirty junk mail daily, and then raises their rates.
There is way too much information and background missing for me to give you any detailed advice. Im not an attorney but I do work in HR, currently mostly on the payroll and HR information systems side now days but I have over 20 years in HR and as a manager.
First of all, just what sort of language did the HR manager insert? Did it totally contradict what your manager wrote, was it false, defaming, did the HR manager change your performance rating? Or was it perhaps pertinent; perhaps something that your manager missed or something your manager might not know about if your manager hasnt been managing you very long, like excessive absences, written warnings, performance improvement goals that were not met? Does the performance appraisal form provide a place for feedback or comments from the HR manager or did the HR manger just write comments in the margins? Was this perhaps constructive criticism that you have misinterpreted? Have you ever had some sort of run in with the HR manager that would lead you to believe that this person has it in for you?
Secondly, sending an email will (especially a rashly written one, full of spelling and grammatical errors seriously, trust me, they will not take you seriously and will laugh about it for years after youre gone) give you or perhaps confirm a reputation as a hothead.
Next, did you sign any type of confidentiality agreement? If so, you might want to go back and carefully read it. Its one thing to send an email to your manager and the HR manager or perhaps even the HR managers boss, but sending an email to everyone in the entire company, especially if it includes any sort of confidential information may well violate terms of your employment agreement or a confidentiality agreement, and could possibly set you up for legal action. Id strongly suggest you not do what you are talking about doing if only for this reason.
And not only might it offend the management and your direct manager and the HR manager, but also some of your co-workers. While some might agree with you, some might also think ill of your rashness and rudeness. While you might not care about a reference or future recommendation of your manager, you might not want to burn bridges with nearly everyone youve ever worked with. A new employer might want personal references and not being able to provide a reference from anyone you ever worked with doesnt look good. When I started, not my current but my last job, on the day I started I met four people I worked with at former companies and Im glad I had good working relationships with all of them and left all my former employers on good terms (even if I secretly thought the owners or some of the executives were scum).
Next, think about what you are doing. Sure you might be mad, but you are talking about quitting your job without notice. While its true that employers generally will only confirm to a prospective employer that you worked there, your hire date, your last day and what you last rate of pay was, its not unusual for a prospective employer to ask you and ask your former employer why you left. The former employer will probably not go into details but can certainly state; factually and without comment that you left without giving notice. When you go for another job, even a part time job, are you really prepared to tell your prospective employer that you quit without notice because you were pissed over a comment on your performance review?
Lastly, you dont mention the size of this company but if it has an executive team it doesnt sound like a mom and pop shop. Some larger companies have a procedure for bringing complaints and concerns to a more senior executive or even an outside mediator. But even then, you will have to prove you tried to mediate the situation yourself.
Unless you are independently wealthy and never care about ever working again, for anyone, at any job, Id strongly recommend you take a deep breath, sleep on it and tomorrow ask for a meeting with the HR manager, Id also suggest you ask for your manager to attend or someone else like another HR manager or supervisor. Calmly and rationally express your concerns and be prepared to refute whatever he or she said that you find offensive or untrue. If you get no satisfaction, you can take your complaint the next rung up the food chain but not to everyone in the company. If that doesnt get you anywhere or you dont want to bother, having made up your mind that you really want to quit, do yourself a favor and be a grownup about it, take the high road and give a two week notice. If they immediately show you the door, you will have the satisfaction of knowing that you did the right thing.
