If you haven't played with it already,I would suggest you become a Gimp user. Its an open-source imaging program that has at least 90% of the functionality of the full version of the Photoshop CS series.
To do your project, I would start with a white background layer, add the class picture as a new layer, use the oval selection tool to establish the horizontal vignette & maybe re-size the group layer to fit the oval, then cut the image area outside the oval, following by adding the students pictures as individual layers, resizing as necessary.

What you need is a "sucker" to do the job.
Get the kids to do it as a homework project. Parents are always willing to take over kiddie projects to make their kids look brilliant.
