The black population in Maine is 1.2%; Vermont is 1.0%; and New Hampshire is 1.1%. Demographics like that make it oh-so-easy to be liberal. Those New Englanders never have to face the consequences of the stupidity of what liberalism brings.
It reminds me of a line about Indians (feather not dot): "The farther away you're from them, the more noble they are."

That’s exactly it. In fact, up until recently those percentages were 0.0%.
A couple three years back there was some polital push to place blacks in those states.
