Vision, that weeding bid seems a tad steep, but without seeing your fence line I could not say for sure. I guess the leaning fence bid is okay—”carpenters” can charge a wide range of rates.
As for putting mesh and stone under a deck, why do you need to do all that? Is there a real problem with weeds coming up? If there is no light that gets under there, you should be able to control weeds with Roundup (mix the concentrate stronger than the label says). On that bid, I would say it’s kinda high, but I suppose that depends on the size of the deck and the price/amount of the materials.
It’s just an ugly area and some stone would make it look better.
