I'm guessing you're talking about river rocks or some kind of small rocks or attractive gravel. I can tell you that you can save money by not putting down landscape fabric--or mesh--underneath the rocks. Ultimately landscape fabric is a waste of money, because weeds will still come up (birds drop seeds, wind blows seeds on top) eventually, and in the end, the landscape plastic/fabric becomes "trash" in your yard after it decays and breaks down.
Rocks are fine, and you can control the weeds with Roundup in a sprayer or just manual weeding, if you stay on top of it. "No maintenance" landscaping does not exist.
