One does not need to prove he/she is a citizen of US to live here. I came here on a student visa, got my graduate degree, was hired by a large corporation who sponsored me for permanent resident status (aka green card). Then I was eligible for citizenship after a waiting period of 5 years. So I was in US almost 10 years without citizenship, studying and working.
I think what the author means is one does not need to prove he/she is a citizen to VOTE, but must prove one has health insurance if you live here.
Makes for a good tagline for someone.....I like Ben overall - I just wish his conservative positions were more consistent with conservatives.
